This chart attempts to combine the Education/Training/Award track (CAPR 40-1) with the Promotion track (CAPR 35-5). 
You may "work ahead" and earn Awards before you are time-in-grade eligible for promotions, 
but you must earn the minimum Skill Level to earn the promotion.
